Position Summary
The Operations Manager – Cleaning Services will plan, organize, direct, control, and evaluate the company’s commercial, residential, and strata cleaning operations. The Operations Manager will be responsible for the effective delivery of cleaning services across multiple client properties, including commercial premises, residential properties, strata buildings, common areas, and move-in or move-out projects.
The position will oversee operational planning, staffing, service quality, client contracts, budgets, equipment and supply inventory, workplace procedures, and the resolution of service-related issues. The Operations Manager will ensure that cleaning services are completed safely, efficiently, consistently, and in accordance with the company’s contractual obligations and quality standards.
Main Duties and Responsibilities
The Operations Manager will perform the following duties:
- Plan, organize, direct, control, and evaluate the company’s daily commercial, residential, and strata cleaning operations.
- Develop and implement operational plans, cleaning service standards, quality-control procedures, employee protocols, and workplace policies.
- Coordinate the delivery of recurring and project-based cleaning services for commercial offices, residential properties, strata buildings, common areas, lobbies, corridors, stairwells, elevators, amenity rooms, parkades, and other contracted premises.
- Review new and existing client contracts to determine the required scope of work, staffing levels, service frequency, equipment requirements, cleaning supplies, timelines, and quality expectations.
- Plan staffing requirements and assign operational resources to ensure that all client locations are adequately serviced and contractual obligations are met.
- Recruit, interview, select, train, supervise, and evaluate cleaning supervisors, team leaders, cleaners, and other operational personnel.
- Establish employee performance standards and ensure that staff receive appropriate instruction regarding cleaning procedures, equipment use, chemical handling, workplace conduct, security requirements, and occupational health and safety practices.
- Monitor employee attendance, productivity, work quality, and compliance with company procedures and client-specific requirements.
- Oversee the preparation of employee schedules and arrange coverage for absences, urgent assignments, additional service requests, and changes in client requirements.
- Conduct or oversee regular quality-control inspections at client properties and implement corrective measures where service deficiencies are identified.
- Respond to client inquiries, concerns, and complaints, investigate service issues, and implement timely and appropriate resolutions.
- Maintain regular communication with property managers, strata representatives, building managers, commercial clients, homeowners, and other authorized client representatives.
- Participate in client meetings, site assessments, service reviews, and contract renewal discussions.
- Prepare service proposals, operational estimates, cleaning plans, and recommendations based on property size, service frequency, labour requirements, equipment needs, and required service standards.
- Plan and control the operational budget for labour, cleaning supplies, equipment, uniforms, transportation, and other service-delivery expenses.
- Monitor operating costs, labour utilization, overtime, supply consumption, and service profitability, and recommend measures to improve efficiency and control expenses.
- Establish inventory-control procedures and authorize or coordinate the purchase of cleaning chemicals, consumable supplies, tools, personal protective equipment, uniforms, and cleaning machinery.
- Maintain appropriate inventory levels and ensure that supplies and equipment are distributed efficiently among client locations and cleaning teams.
- Oversee the proper use, maintenance, repair, and replacement of cleaning equipment, including commercial vacuums, floor-care equipment, carpet-cleaning machines, pressure washers, and related tools.
- Ensure that cleaning chemicals and equipment are stored, transported, labelled, and used in accordance with manufacturer instructions, Workplace Hazardous Materials Information System requirements, occupational health and safety standards, and company procedures.
- Develop and maintain operational records, including staffing reports, inspection reports, supply inventories, incident reports, client service records, employee performance records, and equipment-maintenance records.
- Investigate workplace incidents, property damage, security concerns, employee complaints, and operational deficiencies and implement appropriate corrective or preventive action.
- Coordinate specialized or periodic cleaning projects, including deep cleaning, carpet cleaning, floor stripping and waxing, pressure washing, post-construction cleaning, move-in and move-out cleaning, and seasonal cleaning.
- Evaluate operational performance and prepare reports for company ownership or senior management regarding service quality, staffing, client satisfaction, operating costs, contract performance, and areas requiring improvement.
- Identify opportunities to improve service delivery, employee productivity, client retention, and the profitability of the company’s cleaning operations.
- Support the development and implementation of business growth strategies, including the onboarding of new commercial, residential, and strata cleaning contracts.
- Represent the employer in operational communications with clients, suppliers, service providers, and other business partners.
- Perform other management-related duties consistent with the operation of a commercial, residential, and strata cleaning services business.
Employment Requirements
The successful candidate will normally be required to have:
- Completion of secondary school;
- A college diploma or post-secondary education in business administration, operations management, hospitality, facilities services, or a related field is an asset;
- At least 3 years of progressively responsible experience in the cleaning, janitorial, building services, hospitality, property services, or a related service industry;
- At least 2 years of experience in an operational management or supervisory capacity;
- Experience coordinating employees and cleaning services across multiple client locations;
- Experience managing commercial, residential, or strata cleaning contracts;
- Knowledge of cleaning procedures, commercial cleaning equipment, sanitation standards, chemical handling, and workplace safety requirements;
- Strong leadership, organizational, budgeting, problem-solving, and client-service skills;
- Ability to prepare schedules, operational reports, inspection records, estimates, and service plans;
- Ability to travel between the employer’s office and client locations as operationally required; and
- A valid driver’s licence and access to reliable transportation, where required for the position.
Reporting Relationship
The Operations Manager – Cleaning Services will report directly to the company’s Owner/General Manager.
The Operations Manager will oversee the work of cleaning supervisors, team leaders, cleaners, and other operational employees assigned to the company’s commercial, residential, and strata cleaning contracts.
Nature of the Position
This is a management position. Although the Operations Manager may attend client properties to conduct inspections, assess service requirements, train employees, investigate concerns, or coordinate urgent work, the position is not primarily a cleaning or cleaning-supervisor role.
The Operations Manager’s principal responsibilities are to manage the company’s cleaning operations, personnel, budgets, contracts, inventory, policies, quality-control systems, and client relationships.
